On October 21, the Supreme Court had given the BCCI and state associations until December 3 to agree to implement the Lodha Committee’s recommendations

Since July 18, when it approved a majority of the recommendations proposed by the Lodha Committee for best practices in the BCCI and its state associations, the court has directed the Indian board to implement them. The BCCI, though, has steadily resisted implementing most of the recommendations.Despite finding “substance” in the Lodha Committee’s claim of the BCCI’s “intransigence”, the court opted to exercise patience. It reserved its order on “superseding” the BCCI’s office bearers with a panel of administrators, as was recommended by the committee in September.Instead, the court gave the BCCI time to prove it would convince the states to adopt the approved recommendations in total. But at three meetings conducted by the BCCI since October, including two special general meetings (SGMs), the state associations remained steadfast in their defiance of certain recommendations.Consequently, the Lodha Committee, in its latest status report, asked the court for the second time to remove all ineligible office bearers at the BCCI and state levels, and to appoint an “observer” to oversee the board’s business deals.Click here for the key points of the case till October. The following is a synopsis of the hearings since then, and the key questions before the court when it reconvenes on Monday.What did the court state in its previous order? On October 21, the court passed an interim order asking the BCCI to “cease and desist” from disbursing funds to state associations until the association gave a written resolution that it would adopt all the recommendations approved by the court.The court also asked BCCI president Anurag Thakur and secretary Ajay Shirke to meet the Lodha committee within two weeks from the date of that order and submit an “affidavit of compliance”, elaborating on the recommendations already implemented by the BCCI and what it had done to persuade the state associations to adopt the remaining recommendations.Have the states submitted written undertakings? Only the Hyderabad Cricket Association submitted an undertaking to the Lodha Committee, saying it would comply with the July 18 court order without any reservations.What about Thakur and Shirke’s affidavit of compliance? On November 5, Thakur submitted a report to the committee stating that 30 state associations had rejected adopting the recommendations in total, and instead had wanted to vote for and against each one at the board’s SGM on October 1. Thakur said he was “rendered incapable” despite being “armed” with the court order and could not force the recommendations on the members who said any amendment to the BCCI constitution required a three-fourth majority by vote.On October 15, at an informal meeting of the board, Shirke reminded the members that not complying with the court order would have consequences. According to Thakur, the members still stuck to the decision taken at the October 1 SGM. At its latest meeting, on December 2, the BCCI said the members had reiterated their stance of not adopting the recommendations in total, and would wait for the court’s observations on December 5.What were the immediate consequences for the BCCI and the state associations? Having understood the BCCI would not adhere to the court order, the Lodha Committee played hardball as well. It did not appoint an auditor to oversee BCCI contracts, as directed by the court on October 21, or specify the threshold limit for various contractual agreements entered into by the board, thereby limiting its operational freedom. The court had said that any contracts exceeding the threshold limit would need to be approved by the committee.The board, therefore, was unable to release funds to the states ahead of the ongoing home Test series against England. It had to approach the court, which said INR 58.66 lakh (USD 86,000 approx) could be disbursed to each of the five state associations hosting the England series.While the BCCI has been defiant in public, some of its senior office bearers and officials are worried the image of the board has taken a hit, especially after the tender for IPL broadcasting and media rights for the next cycle starting in 2018 was postponed indefinitely because the committee had not appointed an auditor or specified a threshold limit. The IPL rights bids were to be opened on October 25.What has the Lodha Committee said in its latest status report? On November 18, the committee submitted its third status report on the BCCI’s response to the July 18 court order. It said that the office bearers of both the BCCI and the states who “fall foul” of the eligibility norms – as per the recommendations – should be removed with immediate effect. The committee also suggested that GK Pillai, the former home secretary in the federal government, be appointed an “observer” of the BCCI and that he oversee the financial transactions of the board.Is there anything else that the court needs to decide on? There is one other issue, concerning Thakur’s alleged request to the ICC for a letter questioning whether the appointment of a comptroller and auditor general official on the proposed Apex Council amounted to government interference in the BCCI. The ICC does not permit government interference in member boards, and members can be suspended if such interference is allowed. In such a scenario, the BCCI might have used the threat of India’s suspension by the ICC as valid grounds to strike down that particular recommendation.ICC chief executive David Richardson had said Thakur had wanted such a letter. Richardson said Thakur had “verbally” asked for a letter and ICC chairman Shashank Manohar turned down the request, saying the BCCI needed to put it down in writing first. Thakur submitted an affidavit on October 17 denying the charge.In its October 21 order, the court said “prima facie” that it was clear Thakur had asked Manohar for a letter, a matter of “serious concern”. It asked the Lodha Committee to write to Manohar asking for an affidavit to “set the record straight”. On December 5, the committee will reveal the contents of the affidavit in court.
Everton are believed to be interested in a potential move for the Dutch striker Wout Wegorst over the coming months following their Premier League survival.
How many goals did Weghorst score?
Once again, the Toffees found themselves scrapping away at the wrong end of the table in the English top flight and relied on a final-day victory to secure their safety.
As a result, it would be expected Sean Dyche would be keen to bolster his squad ahead of the new campaign with the addition of further quality.
Everton have now spent the last two campaigns battling away at the bottom end of the table and with a new stadium being constructed, they cannot really afford to be relegated.
Weghorst is now set to leave Manchester United following the end of his loan spell at Old Trafford and Alex Crook has told TalkSPORT that the Red Devils are not expected to take up his permanent option.
This is probably a result of his largely underwhelming time under Erik ten Hag where he was not able to return a single goal in his 17 Premier League appearances.
However, it seems as if his former manager, Dyche, could be keen to keep him in the English top flight for next season having previously coached him at Burnely:
"Yeah, I think it's fairly obvious that Manchester United won't be taking up the option to sign Weghorst permanently. He didn't score a single Premier League goal."
"Everton I'm told are very keen. Obviously played under Sean Dyche at Burnley, he's a very Sean Dyche-type player probably isn't a Vincent Kompany-type player when you look at the way that they [Burnley] played their way out of the Championship last season. So certainly I think there's interest there it would come down to a transfer fee and maybe wages as well."
How much does Weghorst earn?
During his time at Burnley under Dyche, Weghorst was only able to provide a return of one goal in 12 appearances in the Premier League (via Transfermarkt).
This probably won't provide many Evertonians with much confidence over a potential move for the 30-year-old considering the issues they've had in front of goal this season.

Indeed, only one other side – Wolves (31) – had scored fewer goals than the return of 35 from Everton in the top flight this season.
The Dutchman is believed to be earning in the region of £35k-per-week during his time on loan at Old Trafford which would make him a player who could provide good value.
However, his lack of firepower in front of goal has to be a real concern considering Everton's top-scoring striker from this season was Dominic Calvert-Lewin with just two.
Weghorst was hailed as a "pressing monster" by TalkSPORT's Mark Goldbridge, but it seems Everton may need more than just a team player if they are to break away from the relegation battle next season.

When the pressure has ramped up, whilst some of the Gunners' squad arguably went into hiding, there have been a few key players at the Etihad that have instead stepped up.

As a classy yet combative goalscoring maestro, the Netherlands international has all the qualities to emulate City's ageing superstar but at just 20 years old.
Having notched 11 goals and assisted a further seven in all competitions, Gundogan has shown up in key moments with vital strikes of late.
His brace at Goodison Park saw them cruise through a tricky fixture against Everton, just a week after he had done the same to relegation-threatened Leeds United. He even assisted Kevin De Bruyne's strike in their first-leg draw against Real Madrid, to emphasise his creativity before reaching the apex yesterday.
Guardiola noted after that triumph: "The player is exceptional. This season what he has done is just exceptional. Not just being part of the important moments and I don't forget the two goals he scored against Aston Villa [in 2022] and this season many times he’s scored important goals. It’s for the fact how important he is in many, many reasons."
Whilst Simons has enjoyed a far greater year in front of goal, with 22 goals and 12 assists to his name, the youngster has been deployed in a far more advanced midfield role to allow him to shine creatively. However, having recorded 1.4 tackles per game too, he showcases a defensive grit that could allow him to occupy a similar role to Gundogan, just beside a figure like Thomas Partey.
After all, the former Borussia Dortmund gem only manages one tackle per game himself in the league, but his intelligence allows him to add to their unstoppable system at both ends of the pitch.
The youth of Simons would likely attract Arteta too, given how malleable he remains. His former boss Ruud van Nistelrooy could not speak highly enough on his potential, claiming: "He’s doing everything he can to get to the top, his top. And where that will be, that’s the beautiful challenge. His mentality, his mindset, it’s unprecedented."
In acquiring him now, it would allow them to immediately begin his transformation into a player as decisive as this Guardiola favourite, who has played such a key role in the success they have already achieved.

Dujon Sterling has passed a Glasgow Rangers medical ahead of a summer move to Ibrox, according to The Scottish Daily Mail.
What’s the latest Rangers transfer news involving Sterling?
The Gers have seemingly acted quickly prior to the transfer market officially opening, looking to bolster Michael Beale’s squad ahead of his first full season in charge.
Sterling was linked with a move to Glasgow earlier this week, with Beale looking to pip Championship side Stoke City to his signature.
Reports then claimed that Chelsea had given Sterling the green light to move north. A transfer still needed final contractual details and a medical to be completed, and it appears as if the latter has been ticked off.
Ibrox News relayed an update from Friday’s edition of The Scottish Daily Mail (back page and page 77, 12 May) regarding Rangers and Sterling. They said:
“Rangers have reached an agreement to sign Chelsea’s Dujon Sterling on a free transfer this summer.
“Now, after passing a medical, the Stamford Bridge academy graduate has agreed to become part of a significant summer squad rebuild.
“Chelsea had the option to extend the defender’s contract, but decided against taking advantage.”

Sterling, who is sponsored by Nike, can play as a right-back or left-back and has been hailed as a “powerful” player by Stoke manager Alex Neil, so should offer some versatility to Beale’s squad for the 2023/24 season.
Alongside the 23-year-old, Rangers are also closing in on signing Kieran Dowell and Jack Butland for free, showing that the club are looking to get plenty of business done in good time. Up to 10 new signings could be made this summer, so it does make sense to look to tie up free transfers as soon as possible.
You’d expect that Sterling will come in to provide competition for club captain James Tavernier, and after previously impressing former Chelsea manager Thomas Tuchel back in 2021 and gaining plenty of experience out on loan in the Football League, a cut-price transfer may prove to be a wise one by the Gers.

Despite the winger playing for A.C. Milan, discussions have taken place with Sporting as there is an ongoing dispute with the player's former club, as they are still owed €20.3m (£18.1m) following the termination of his contract in 2018.
The 23-year-old is in the process of renewing his contract with Milan, but the Blues believe they can sign him by offering to end the financial dispute with Sporting, giving the Portuguese club priority on the list of players they are selling in the summer.

Crystal Palace podcaster Dan Cook has claimed that Roy Hodgson would only have returned to the club if he was fully confident that he could help the side avoid relegation.

The 75-year-old came out of retirement to return to Selhurst Park following the dismissal of Patrick Vieira, after a disastrous run of form left Palace winless in 2023.
In a move that has been seen by some as a step backwards, Palace may have acted out of desperation, with the club just three points above the relegation zone despite being in 12th place.
Speaking on the HLTCO Palace Podcast, Cook claimed that given Hodgson's previous reputation at the club, he would not have taken the job if he wasn't confident in guiding the side to survival.
He said: "I do not believe for a single second that a manager as long in the tooth, and someone with a career and a CV as varied as Roy Hodgson would come back at the age of 75 on a short-term contract to the club of his youth… and lead them to relegation in what will almost certainly be his final managerial role ever, I just can't envisage that he would even contemplate it unless he was 100% sure that he could get the necessary points on the board.
"It would make no sense, it would be a hiding to nothing, it would go to further damage [his] reputation, which took a few blows towards the final six months of his previous stint with us.
"So my only real view on this is that Roy Hodgson has seen more than enough across the last couple of months, even with the poor results, to feel as though he and Ray Lewington can rev this team up enough and can get those points that are needed to retain our Premier League status."
Have Palace timed their gamble to perfection?

Although there are big questions over whether the decision to bring in Hodgson to replace Vieira was a good one, one may point to the timing of the decision as the best point in the season to make it.
Palace had to navigate an incredibly tough run of fixtures in the last few months, which saw them face Manchester City, Liverpool, Manchester United and Arsenal in their last eight matches, as well as having tough trips to Brighton and Aston Villa – with all of these teams above them in the table.
In their final 11 games of this season, they face just two sides currently above them in the league in Tottenham Hotspur and Fulham, and therefore remain in control of their own destiny. With the table as tight as it is right now, picking up wins against the teams below them will be massive as they aim to avoid the drop.
If Hodgson can bring an immediate new manager bounce or help unlock an attack that has struggled for goals recently, the gamble will likely pay off as they face an arguably easier set of games than they did before.
